How to Make UPI Payments Without Internet: Easy Guide to Offline UPI
Many people aren’t aware that UPI payments can be made even without an internet connection. Thanks to a USSD-based service introduced by the National Payments Corporation of India (NPCI), users can complete essential banking tasks simply by dialing a code on their phone. This comes in handy when you’re in a low-network area, your mobile data isn’t working, or you’re using a basic feature phone. The process relies on simple text-based menus, making it accessible to a wider audience. Below is a clear guide on how to activate and use offline UPI payments.

What Is Offline UPI Payment?
Offline UPI works through the USSD code *99#, which can be dialed from any mobile number registered with a bank. It requires no mobile data or Wi-Fi and currently functions across 83 banks and four major telecom operators in India.
Each offline UPI transaction has a limit of ₹5,000, and a small service fee of ₹0.50 is charged per payment.
How to Set Up Offline UPI Payments
To use offline UPI, you must first activate the service on your registered mobile number. Follow these steps:
- Dial *99# from your phone’s dialer.
- Select your preferred language from the list of 13 options.
- When prompted, enter your bank’s IFSC code.
- Choose the bank account you want to link by entering the number shown next to it.
- Provide the last six digits of your debit card and the expiry date for verification.
- Once the details are successfully verified, the offline UPI service will be activated.
After activation, you can begin using USSD commands to make payments without internet access.

How to Make Offline UPI Payments
Sending money using offline UPI is straightforward. Just follow these steps:
- Dial *99# from your registered mobile number.
- Select “1 – Send Money” from the menu.
- Enter the recipient’s details — their UPI ID, registered mobile number, or bank account number with IFSC.
- Enter the amount you want to transfer (up to ₹5,000).
- Enter your UPI PIN to authorize and complete the transaction.
Important Things to Remember
- The service works only on your bank-registered mobile number.
- Maximum limit is ₹5,000 per transaction.
- A ₹0.50 service charge applies.
- Available in 13 regional languages.
- Does not require mobile data or Wi-Fi.
If you ever want to deactivate the service, simply dial *99# again and follow the menu instructions to turn it off. Though the transaction limit is lower than regular UPI, offline UPI is extremely useful in emergencies or areas with poor internet coverage.
